Tightened requirements in the Social Services Act on July 1 - so your municipality gets the right support in attendance reporting

The July 1, 2026 The Social Services Act is being tightened with a strict activity requirement for everyone who receives social assistance. For the country's social services and labor market administrations, the change in the law means a completely new challenge, where you will now be required to be able to check and prove that participants are actually on site for their activities during the designated time.

Regardless of whether your work is conducted within the Social Administration or a separate Labor Market Unit, smart working methods are required to meet the new requirements without labor market officers drowning in administration. This is where Alfa eCare Welfare and the module Work & Competence will become a crucial asset for your business.

From manual handling to a smooth time clock

Basically, attendance registration can be handled directly by your administrators in the system. However, to give you maximum relief and save valuable time, we have developed the additional Time Clock function.

On a computer or tablet, which functions as a terminal in the workplace, the participant can clock in and out in a secure and simple way using a personal code.

The information then flows directly into Time Management in Work & CompetenceYour administrators don't have to hunt for paper forms or call around to check attendance – they can quickly review, correct and mark time digitally.

How the system supports your everyday life - three central values for the business

  • Legally secure exercise of authority without extra work: When you are legally required to prove that an activity has been performed, the time clock provides accurate real-time times. This gives your case managers a secure and legally correct basis when making decisions about social assistance.
  • Protected relationships with local employers: A big concern in many municipalities is that the new control requirements will scare away valuable jobs. Since the participant handles the stamping themselves with their code, you relieve your partners of the burden of administration. The employer does not have to fill out paperwork, which makes it easy for them to continue working with you.
  • Early and accurate interventions: Because attendance is recorded digitally, your administrators can see directly in the system if a participant doesn't show up. Instead of discovering gaps afterwards, you can act immediately – whether it's supporting a participant who is having challenges or adjusting assistance according to the rules.

We help you meet the legislative changes in the right way

Living up to the stricter requirements of the Social Services Act is ultimately about working smarter. With Alfa eCare Welfare as support, your municipality gets full control and legal compliance from day one – while your administrators are relieved and can continue to focus on supporting people on the path to self-sufficiency.
