Welfare fraud in personal assistance has once again become a hot topic in public debate. At the government's press conference on 22 April 2025, the Minister of Social Services and the Swedish Social Insurance Agency highlighted that the state loses billions of kronor each year on incorrect payments and deliberate fraud. A particular focus was on attendance reporting - where there have been cases where assistants have reported working hours without even being on site with the user.

Increased pressure on assistance activities

That is how it works:

  • Check-in via QR code: Each work shift begins with the assistant scanning a dynamic, personal QR code generated by the customer – directly on site.

  • BankID verification: The assistant identifies itself digitally, ensuring that the right person is in the right place.

  • Ongoing control options: Administrators can send out verification requests during ongoing sessions.

  • Timed notifications: If check-in does not occur within the specified time, an SMS alarm will be sent directly to the responsible coordinator.

  • Impossible to cheat remotely: Since the QR code is only generated by the customer before each pass and requires physical presence, it is not possible to check in remotely or afterwards.
